Apple’s status page has been showing an ongoing issue with “iCloud Account and Sign In” since early Christmas morning.

The issue is likely caused by an overload of people trying to activate their devices due to the holidays.

We contacted Apple, and they recommend that users keep trying until they get through, and the problem is caused by an overload on their systems from a lot of people trying to activate their devices at once, and apologize for any problems that this may cause.
